This report underscores the accelerating pace of climate change and the underestimated risks revealed by recent scientific assessments. It highlights how the world is not on track to meet the Paris Agreement targets and that extreme weather events, including devastating heatwaves and wildfires, are becoming a “new normal”.

The 2019 edition synthesises key findings on the widening gap between decarbonisation pledges and ongoing carbon emissions. It emphasises the growing importance of social movements in driving transformational change, and explores how social tipping points—moments when societal change accelerates rapidly—could underpin the global transition to sustainable climate policies and systems. With a focus on fairness and equity, the report offers insights into building more inclusive and sustainable solutions.
Prepared by Future Earth and the Earth League, it was presented at COP25 in Madrid, Spain.
